You should start with a new place on the trailer frame to install the new TH .. the caution part is about not cutting the light wires while working on the cut and drilling for the new TH... if the old TH is not good ((which you say it isn't then R&R is necessary)) you are correct in new and after you drill for new TH it would be wise to have the new TH welded in place ... if you need to replace the light fixtures them now is the time to run the wires and you will better off to drill a hole for the wires then have them in the area of the TH and the car/truck bumper hook-up.
