I would talk to my local government first. Find out if they have a Rec Board, Parks Department, and/or Planning Commission. Individuals can not usually apply for grants (even from private foundations), so if your municipal government is not willing to take on the project, you may have to create a non-profit 501(c)(3) corporation. I've done it and it is not an easy task. My suggestion would be to find an existing organization or entity that might be willing to take on the project rather than trying to create a separate entity.
