First go to My computer find Drive letter for the USB Stick open it then in your open Doc. In your browser Click Edit, Select All, Then Edit Copy, Then Pull Drive Letter For your USB stick back up after it opens go back to edit in USB window and click Paste. Then you should be able to open on other computers. I suppose you have relatives & friends in the country. send them your document & ask them to take it to the NSO. you may need to write an authorization letter to do so. you don't need personal appearance with this.
